Any restaurant that buys, sells, or charges based upon weight within the United States must use a “legal-for-trade” scale.
NTEP certified scales are required by restaurants when weighing any product and selling it directly to the customer based on the weight provided. NTEP certification provides consumers with the confidence that they are getting what they paid for by requiring a high degree of readability on the scale. The certification also confirms that restaurants are weighing products accurately and not giving away profits.
NTEP stands for National Type Evaluation Program, an approval system created by the U.S. Department of Commerce's National Institute of Standard and Technology (NIST) and the National Conference on Weights and Measures (NCWM).
An NTEP approved scale will have an NTEP Certificate of Conformance (COC) number listed on it so that your local inspector can obtain a copy of the conformance certificate and verify that the brand and model of your scale was manufactured within NIST standards.
When purchasing a scale, restaurant operators should locate a valid NTEP COC number on the scale to confirm NTEP approval. If the scale has no COC number, an operator should be circumspect that it is not NTEP approved and that the performance of the scale is likely to be inaccurate. While the price may be a bit higher for a NTEP certified scale, the long-term exposure cost is the lowest when making a purchasing decision based on understanding scale equipment.

Scale certification is the process of having a state licensed service provider ensure that your scale has been installed and has been correctly adjusted or calibrated.
